Power quallity

Need some advice reference single phase UPS.
Have a correct sized, single phase UPS that hold up several Power Supplies for a PLC.

A couple times a month the UPS fails to hold up the power supplies. Might be caused at the same time lightning is recorded. TVSS is installed on incoming and outgoing of UPS .

Why doesn't the UPS continue to supply power during these sags?
